GREEN PASS AL VIA NEI PARCHI TEMATICI. ESENTATI DALL’OBBLIGO ACQUATICI, FAUNISTICI E AVVENTURA

L’Associazione di categoria, aderente a Confindustria, dichiara un calo di ingressi del 50% e si aspetta rapidi indennizzi per recuperare le perdite. 

 Roma, 8 agosto 2021 – A poche ore dall’entrata in vigore del provvedimento che impone l’obbligo di presentare il green pass all’ingresso di parchi divertimento e tematici per tutti gli ospiti di età superiore a 12 anni, le aspettative dell’Associazione Parchi Permanenti Italiane, aderente a Confindustria, sono confermate: nei parchi oggetto del provvedimento, il calo di ingressi è si attesta in media sul 50%, rispetto ai dati della settimana scorsa. 

“Nonostante le riserve iniziali sulle modalità applicative e sulla tempistica – dichiara Giuseppe Ira, Presidente dell’Associazione Parchi Permanenti Italiani e di Leolandia (BG) – siamo a favore del green pass e siamo orgogliosi di svolgere il nostro ruolo attivo nella lotta alla pandemia. Dall’analisi del decreto legge 105/2021, emerge che il governo identifica espressamente solo i parchi tematici e divertimento come depositari dell’obbligo di green pass: ci allineiamo alle disposizioni, convinti che questo ci permetterà di tenere aperti i parchi ininterrottamente anche in autunno, scongiurando le chiusure dello scorso anno. Per controbilanciare le perdite, contiamo sugli indennizzi che il governo ci riconoscerà. I nostri clienti, infatti, hanno reagito all’introduzione del green pass con numerose cancellazioni. Per quanto concerne le altre tipologie di parchi, il decreto legge 105/2021 lascia giustamente esenti i parchi avventura, situati in mezzo ai boschi e simili ai parchi pubblici per i quali non c’è nessun obbligo, e i parchi faunistici che, al pari dei giardini zoologici, hanno già approntato tutte le misure anti Covid, aprendo il 26 aprile scorso. Soprattutto, sono esenti dal provvedimento i parchi acquatici, assimilati dalla Conferenza Stato-Regioni alle piscine all’aperto con acqua scivoli presenti in tutto il Paese, nei quali quindi si potrà continuare ad accedere senza green pass, al pari di quanto avviene nei parchi acquatici interni ai campeggi, che arrivano ad ospitare fino a 15.000 clienti, ai villaggi turistici e agli alberghi”.

Il 5 agosto i rappresentanti dell’Associazione hanno incontrato il Ministro del Turismo Massimo Garavaglia e l’Assessore alle Infrastrutture Trasporti e Mobilità Sostenibile della Regione Lombardia Claudia Maria Terzi per sensibilizzarli sulle esigenze del settore. 

“Al Ministro Garavaglia, che si è reso gentilmente disponibile ad ascoltarci – prosegue Ira – abbiamo suggerito di emulare la Francia non solo nell’adozione del green pass, ma anche esentando temporaneamente i minori sino al 31 agosto e predisponendo idonee coperture economiche per fronteggiare le ingenti perdite che le nostre aziende subiranno. Ci attendiamo rapidi indennizzi commisurati ai vantaggi che, secondo il governo, il nostro sacrificio produrrà alla comunità tutta”. 

Fino al 2019 i parchi divertimento italiani, circa 230 tra tematici, faunistici, acquatici e avventura, generavano 1,1 milioni di pernottamenti ed erano visitati ogni anno da 20 milioni di italiani e 1,5 milioni di stranieri. Sempre nel 2019 il comparto ha generato un giro d’affari di 450 milioni di euro riferiti alla sola biglietteria, cifra che sale a 1 miliardo con l’indotto interno, come la ristorazione e il merchandising, e a 2 miliardi considerando l’indotto esterno, relativo ad esempio a centri commerciali, hotel e altri servizi in prossimità dei parchi. A livello di occupazione, il settore prima della pandemia impiegava 25.000 persone tra fissi e stagionali, 60.000 con l’indotto. Nel 2020 le aziende del comparto in media hanno registrato perdite del 75%, collocandosi a pieno titolo tra le più colpite dalla crisi: il 20% dei parchi ha rinunciato completamente all’apertura e alcune importanti realtà imprenditoriali italiane sono passate di mano a fondi di investimento stranieri.
